Prepare oats by pouring 1 1/4 cup boiling water over 1 cup rolled oats. Let stand 20 minutes.
In a separate bowl, cream together brown sugar, white sugar, and butter. Mix with oats.
Add in eggs. Sift together dry ingredients and mix into batter.
Pour into 9x13 baking pan and bake for 30-35 minutes at 350 degrees F.
Make the topping by combining 1 cup brown sugar, 1 cup coconut, 1 cup chopped nuts, 1 cup cream, and 4 tablespoons of butter. Pour and spread over cake.
Return cake to oven and broil for 5-10 minutes, until topping is brown.
